答：漆层产生变色及褪色的原因如下：
1、底材中湿度过高，水溶性盐结晶在墙的表面（风化）造成变色及褪色；
2、底材中含有碱性，侵害了抗碱性弱的颜料或树脂；
3、气候恶劣；油漆选材不当。
解决漆层变色及褪色的方法如下：
1、将出现问题的表面擦或铲去，让水泥完全风干；
2、加涂一层封闭底漆。
